Thanh Hoa: Nearly 4,500 hectares of land is valued at about 26,419 billion VND

Thanh Hoa Province People's Committee has just implemented the Decision No. 1064/QD-UBND approving a 4,460,207 hectares land valuation plan in Thanh Hoa province in 2023 (total 428 projects) with a no more than 26,419 billion VND predicted price.


The purpose of the plan is to determine the number of cases and the extent of the area that needed price determination in 2023, the cases which need to hire a consultant and estimate the budget is needed to be carried out in order to evaluate the land valuation; considered as the basis of allocating funding sources for land valuation and selecting and hiring units with specific land valuation functions.

Ensuring the implementation of land acquisition, land allocation, land lease, change purpose of land use for launching of projects and works in 2023; implementing the plan to auction land use rights and equitize enterprises in 2023, calculate and fulfill related financial obligations in land use and management.

According to the plan, in 2023, the whole Thanh Hoa province will have 428 projects in total that need specific land valuation, the total land area that needed valuation is 4,460,207 hectares with the cost of hiring a consulting organization to determine the price is expected not to climb over 26,419 billion VND. Consulting organizations and units determining the land price must be selected in accordance with the bidding law.

Regarding the implementation time, the starting price for auctioning land use rights (the land plot or the project's land area is valued at 20 billion VND or more according to the land price in the land price list), the land price shall be implemented after the People's Committee have the authority decides to auction the land use rights. 


For projects on land lease or land allocation, change the form from annual land lease to one-time payment for the entire lease period for which the land plot or land area of the project is valuable (calculated according to the land price in the land price list) from 20 billion VND or more is made after the decision on land lease, land allocation or change of land lease form by the competent authority.

For land plots of State-owned enterprises, valuing land specifically required in order to calculate the value of land use rights when equitized according to the equitization plan of state-owned enterprises in 2023 approved in accordance with the law by competent authority.

The President of Thanh Hoa Province people’s committee  asked for the objectivity in determining the land prices, ensuring the principles in Article 112 of the Land Law and the land valuation method as prescribed in Decree No. 44/2014 /ND-CP dated May 15, 2014 implemented by the government; Circular No. 36/2014/TT-BTNMT implemented in June 30, 2014 by the Ministry of Natural Resources and Environment and guiding documents; the selection of a land valuation consultancy unit must base on sufficient capacity and suitable with the conditions prescribed by current law.

During the implementation process, in case works appear suddenly, the price of the land which is not included in the project must be determined. In case the projects included in the approved specific land valuation plan, the Natural Resources and Environment Department proactively implements the order of determining land prices according to regulations, summarizes and reports to Thanh Hoa Provincial People's Committee for approval of additional land evaluating plan.


Previously, the Standing Board of Thanh Hoa Province Committee implemented Conclusion No. 2302-KT/TU dated March 20, 2023 on unifying the policy for the Province People's Committee to authorize the People's Committees of districts, towns and cities to decide the price of a specific land to calculate compensation for  the land that recovered by the State, allocates resettlement land, determines the starting price for auctioning the land use rights when allocating or leasing land to households and individuals in the province, in Conclusion No. 14/KL-TW dated September 22, 2021 of the Politburo on the policy of encouraging and protecting dynamic and creative officers for the common benefits.

On March 25 in 2023, Thanh Hoa Province People's Committee Decision No. 963/QD-UBND authorizing People's Committees of districts, towns and cities to choose the land prices for calculating land compensation. Land allocation resettlement when the State starts land acquisition and determines the starting price auction for land use right when allocating or leasing land to households and individuals in the province.
